President Donald Trump will discuss the presidential permit he issued for TransCanada to start building the Keystone XL pipeline.

President Donald Trump will be discussing the Keystone XL pipeline this morning following the news that TransCanada has been given a permit to start building.

The permit overturns former President Barack Obama’s decision to halt pipeline construction. Trump’s State Department says it determined building the pipeline would serve national interest in the U.S., a conclusion at odds with the one Obama’s State Department reached.

TransCanada submitted a new presidential permit application to the U.S. Department of State for approval on Jan. 26, less than a week after Trump’s inauguration. The project would move 800,000 barrels of oil a day from Alberta to refineries along the U.S. Gulf Coast.

Tom Shannon signed the permit since present Secretary of State and former CEO of Exxon Mobil Rex Tillerson has recused himself from the matter.
